Case UnderstandingGovernment of Madhya Pradesh is planning to prepare for future growth of Bhopal through sustainable growth. Bhopal alone is responsible for creating 86% of Municipal Solid waste across the country. Poor and ineffective waste management has led to a gradual decrease in lifestyle of the people, the environment and health and hygiene.
However the government has taken steps to tackle the problem by implementing Swatch Bharat Abhiyan which will help the government to align with the vision of the Government to ensure hygiene, proper waste management, and sanitation. The mission of the government is to develop a modern and scientific municipal waste management system through which waste can be utilized for wealth creation.
Madhya Pradesh government is promoting Public Private Partnership Scheme across Urban Infrastructure development sectors. By doing so, the government is expecting to come up with waste management plans that is effective, efficient as well as innovative as well as viable financially.
Therefore Green Wealth Pvt Ltd has taken the initiative to join hands with the government and come up with effective plan and strategy to tackle the problem and come up with effective sustainable measures to make Bhopal Samriddh.
BCS Solution SummaryThe major issue in the given case study is ineffective waste management plan and strategy which is leading to problems like lack of proper hygiene, excess cost and non-availability of land.
To tackle this problem, the company has taken initiative to use technology to achieve sustainable growth for protection of PLANT, PEOPLE and PLANET. The company has decided to tackle the problems by using The TRIPLE BOTTOM LINE.

Profit: Wealth creation out of sale of waste, creation of recycled products for sale.
Planet: Avoidance of waste into landfill, avoidance of toxic fumes from burning of plastic & paper, avoidance of leaching of toxins in landfills.
The Human resource Department of Green Wealth Pvt. Ltd. Was responsible for preparing Organization Hierarchy, Recruitment (Job Description), Training Module and Key Performance Index for Performance Management and Evaluation.
i. Organization Hierarchy – The Organization Hierarchy attached in the pdf will provide the order of hierarchy. The hierarchy has been grouped vertically to decrease complexity within the different departments.
ii. Recruitment – The recruitment process for Green Wealth Pvt. Ltd. Will be both, Internal as well as External Recruitment.
a) The Internal Recruitment will be done via employee referrals, Transfers, Promotions or through recruitment of Former Employees within the organization or through performance management. This method will be effective for Job Positions that will not be directly involved in the Creation of Wealth but Rather indirect Wealth Creation. Therefore, the HR Department has decided to be cost conscious on the job positions that holds minor part in Wealth Creation.
b) The External Recruitment will be done for Job Positions that have been mentioned in the Job Descriptions as provided in the PDF. The external recruitment will be done through direct Advertising, Boomerang Employees (people who worked well at a company but then left on good terms for a myriad of reasons), recruitment Agencies, etc.. The HR is proposing this method of recruitment for job positions that will be directly related to Solid Waste Management and Wealth Creation job position to accelerate the efficiency, effectiveness, innovation and revenue for the company as well for the society. These job Positions will be responsible for creating maximum wealth.
iii. Training Module – The Training Module has been created for Solid Waste Engineer who will play a major part in Waste to Wealth Project. The module has been developed to increase the efficiency of Solid Waste Engineers in implementing skills from training to on field implementation. This will also boost the confidence and motivation of the employees since they are being externally recruited and might not be aware of the Wealth management scheme and plan that Green Wealth Pvt. Ltd. Follows.

Similarly, division of work has been conducted to improve the productivity, efficiency, accuracy and speed of the employees as well as the department. Authority and Responsibility are the two key aspects of management that is followed by Green Wealth Pvt. Ltd. Authority(Division Head) will facilitate the manager of different department to work efficiently, and responsibility makes them responsible for the work done under their guidance or leadership.

Without discipline, nothing can be accomplished. It is the core value for Waste to Wealth project taken by Green Pvt. Ltd. As well. Good performance and sensible interrelation make the management job easy and comprehensive. Employees good behaviour also helps them smoothly build and progress in their professional careers.

The employee will have only one head according to the department and follow his/her command. More than one head has been avoided to prevent conflict of interest and can create confusion.
