BCS Solution SummaryFacts on education : • Less than half of India’s children between the age 6 and 14 go to school. • A little over one-third of all children who enroll in grade one reach grade eight. • At least 35 million children aged 6 – 14 years do not attend school. • 53% of girls in the age group of 5 to 9 years are illiterate. • In India, only 53% of habitation has a primary school. • In India, only 20% of habitation has a secondary school. • On an average an upper primary school is 3 km away in 22% of areas under habitations. • In nearly 60% of schools, there are less than two teachers to teach Classes I to V. • On an average, there are less than three teachers per primary school. They have to manage classes from I to V every day. • High cost of private education and need to work to support their families and little interest in studies are the reasons given by 3 in every four drop-outs as the reason they leave. • 1 in 40, primary school in India is conducted in open spaces or tents.
Solution
It is rightly said that knowledge is the greatest wealth any individual can have. On the need for education, I wish to quote our Father of the Nation, Mahatma Gandhi, who once said that education not only moulds the new generation, but reflects a society’s fundamental assumptions about itself and the individuals which compose it.
Human resource management depend on policies and operations and systems that influent on staff’s behavior, attitude and performance. Human resource management is a process include 4 tasks: attract, develop, motivate and retain human resources
The 4 major areas HR department needs to be focused
1. How to arrange staffs at low cost and overall staff development .
2.Help developing the skills.
3.compliance with laws and regulations.
4.leadership development .
5.workforce training and development.
MAJOR AREA TO BE FOCUSED : STAFF DEVELOPMENT
This is extremely important for any school development .HR helps to make staff policies including both teaching and support staff .HR helps to build great professional development to the staffs by giving adequate training and making strategies in schools workforce.
Primary areas to be focused to improve quality of primary education :
1.The most important aspect of the approach is attitude of the teacher, which should be that learning is a form of play which boost the natural development of child . Learning should include happiness and fun .
2.A large portion of the teaching materials are produced at the school by the teachers, who customize their teaching aids to suit the interests and knowledge levels of the students.
3.First attention is given to the health and nutrition of the children to ensure that they have the physical energy and natural attention needed for learning. Nutritional and medical supplements are provided to under nourished children from low income families. Human resource should hire excellent sport s facilities who supervise regular exercise .This physical fitness should be given high importance since primary level.
4.Children learn better when they show curiosity and are interested at a particular thing. ‘Teaching’ is confined to brief periods according to the natural attention span of each child, which is normally 15-30 minutes daily during the first two years. It is never extended beyond the child’s span of interest.
5.Human resource department ensure that The student-teacher ratio is kept very low to enable the teacher to work with small groups of 4-5 children at a time while the others are absorbed in learning games or recreational play. The most effective ratio is five students per teacher during pre-school, LKG and HKG and twenty students per teacher during standards 1 to 5. However, since the teaching methods are intense, each student actually need attend only 2½ to 3 hours of class per day, enabling each teacher to effectively handle double the number of students.
6.The act of teaching consists primarily of presenting sensory images, objects and information to the child in a pleasant and interesting manner and permitting the child to observe and inquire about the subject, without compelling the child to memorize. Coloured flash cards with large images are utilized as convenient, low cost teaching aids.
7. basic reading and verbal skills in multiple languages occurs naturally by exposing the child to whole words as objects repetitively for very brief periods. In this manner at a young age even children of illiterate parents learn several languages as effortlessly as they normally learn to speak their native tongue.Hence, HR should recruit those professional who are expertise in various languages.
8.Information on people and other living things, places, history, geography, and other cultures are presented to the child in the form of stories, pictorial information and explanations combined together to present facts in a living, integrated context rather than as a series of separate divorced subjects.
9.Regular touch with maths : basic math skills is achieved through the use of number line method which enables the child to physically experiment and act out different combinations of addition and subtraction.
10.To attend regular classes HR department should come up to reward those kids with lots of prizes and awards so that kids feel appreciated to come regularly and this in turn prepares them better for future as well.
Secondary areas to be focused to improve quality of primary education :
1.Teachers in the primary schools are not preparing students for the world of this century and the desired future .Things have changed lot now and keeping those things in mind teachers need to build overall inter personal skills of students.
2. politicization of education : all the government and private schools in most part of India where they are using education /institutions as a tool to gain votes .
3. Expenditure on education: AS per research it is estimated that Indian government flows huge amount of investment in primary education but despite this the infrastructure is not that well .The question arises where these huge funds actually go??Thus there is a need for HR department to involve more private institutions to come up and fill the gap and improve the physical infrastructure.The infrastructure facilities desirable to rank the institutions of better quality include real estate, state of the art class rooms, library, hostels, furniture, sports facilities, transport, commercial buildings.
4. Attraction of staffs: first stage of Human Resource Management refers to staff’s attraction and the twice stage refers to achieve of skills, updating, and promotion of staff by education. So in the organizations, development of human resource by education as inseparable process that create ability and talent, increase knowledge, change attitudes and ultimately influence on behavior and performance; has an important role in the development of the organization.
5.staff training and development : The aim of training for administrative staff is increase their expertise and capabilities in performing duties and the act of putting some of their potential. To enhance the skills of administrative staff, different training methods, HR department ensure they arrange these trainings.
6.Teaching methods : Hr should ensure that there should be skilled and experience teachers along with less experience once to have effective learning. Teaching Methods is a teacher practice in the classroom and creates opportunities for learning. However, due to the variety of teaching methods, experienced teacher can creates effectiveness of learning and transfer of learning using a combination of teaching methods .
7.Ethics in education In my opinion, the most important objective of any educational institution is to equip the students with ethical values besides imparting knowledge and skills. Today, I find that this basic human quality is slowly eroding .Hr should hire those professionals who can skill basic ethics to the kids right from primary level.
8.Make study affordable : In India, if education has to reach all deserving students, it should be made affordable. The fee structure in Government owned/sponsored institutions is inexpensive in India. However, in some private sector institutions, which have the freedom to prescribe fee structure and despite broad guidelines from certain state governments, fees are beyond the capacity of poor and deserving students.
9.Teaching and learning Responsibility : Human resource can help to give thus responsibility to a classroom teacher for undertaking a additional responsibility of ensuring the continued delivery of high quality teaching for which that teacher is accountable.
